People should be given a choice to get a 2% tax rebate every year, if they put there DNA info on their ID books or for records. We should not allow people with genetic deformities or people who are more likely to develop diseases, have children. There are alternatives available, IVF, could be made mandatory, and thus decades of suffering are dodged, through one simple painless appointment.

People have a right to do whatever they want, but NOT when it effects the lives of others. In this case, the child and the public are also immensly effected too. When all bad could easily and rightfully be averted, it should be averted.
I strongly disagree with forced sterilizations, reasons: because it may cause permanent harm, or even a change after the procedure. Only advocate forced abortions, and the rest is positive eugenics.
The manner in which they would be monitored, is simple and private.

This is just like the invention of the gun, the genie is out of the bottle. It makes a lot more sense for long term viability to catalog this information and focus on preventing discrimination after the fact; given that our understanding of genetics is still extremely limited.
