Piper did what she had to do, step up and be the oldest it wasnt easy for her cause she always had a older sister, to fall back on and even when Prue was gone she tried to follow in her footsteps. But she learned she has to be Piper and do things how she would and not Prue, I love tha transition that all tha characters made

Piper isn't mean, she just had to adapt quickly to the death of her elder sister. If you actually watch closely, from season four, Piper's attitude and personality change to become a lot more similier to prue's, because she's now the oldest, and has to look after her younger sisters.
