I use a 20watt GE lamp base to drive a 18 watt T8 lamp in my study. The original lamp glass got broke so I decided to reuse the perfectly good base unit. Its good!
Household AC electricity doesn't matter which is neutral or positive because it alternates polarity at 60 times a second so it will work no matter which way you wire the power cord right?

I've taken apart some really old CFLs before and instead of a capacitor they had a relay.
