The end of The Dark knight shows batman running of into hiding, it makes sense to place this movie in the future by a few years allowing Gordens daughter to be a bit older and fit into the batgirl/oriacle persona. and have Harley Quinn help the joker get out of arkham asylum, just ideas
The most plausible villains and casting choices I've heard.
It doesn't really matter though, with Nolan approaching the franchise as action movies the third Batman film is going to be rubbish no matter what they do.
Not sure I'd be able to take a catwoman character seriously, considering that the new Batman movies are more realistic than the older ones, although Batman Begins required more suspension of disbelief. A Riddler characte,r as a serial killer, would certainly work. If they fail, we'll always have the Dark Knight, though! Awesome!

I did a lot of research to find that these are the proposed villains and a couple of them are concept art pieces, a couple are made by some computer geeks with way too much time on their hands. Chris Nolan DID say it would be around 2011; I found that out in an internet article a while back. As for the title - all the actual concept art pictures say Gotham City, so that's what I went with.

I don't agree, it's not like calling a SpiderMan movie NYC. Why ? In SuperMan and SpiderMan movies, the story is based quasi-exclusively on the hero, the character.
But in Batman, specially since Dark Knight, the story is more based on the population of Gotham City, on the society : can a hero save people against themselves? And do they "merit" it ? This question is posed by The Joker. So Gotham is the real stake.
