This particular ditty is I Want Someone To Love [raw remix]. As for Fifi and Pepe shipping. No, I can't buy it. In this series he is a professor at her school, whether that school is a college or high school is never really define so we have to use the rule of thumb that cartoons don't age making him 45.

The one with her by the fence crying is when she could not find her "boyfriend" (which was Furball with a white stripe on his back that he eventually removed). The one with her and the diary was tears of joy having finally escaped Elmyra's house. The other episodes are listed in the comments.

Babs read a "tragic sick child's" life story asking for a Fifi cartoon, Fifi was so moved by the child's story she burst to tears and said she'd do the cartoon for that child.
The child was actually Elmyra posing as a kid so she could get a chance to snag Fifi.
I would like to say that I have found true love, someone I think I may be with for life. We just had our first date today.
