I agree the tempo timing could be some parts off. But this seems to be a anime/movie song and I suppose there sould be some other instreuments playing in between the tempo pauses and the slower parts is to give the music a touch of feelings. Listen to Chopin in 100% timing tempo... and I guess you wouldnt be that emused.
