No, hispanic just means you are from Spain (Hispania) just like British people are from Great Britain (Britannia). And anyone that is born in Spain (regardless race) are Hispanic just like anyone born in Great Britain (regardless race) are British.
And as for Latino or Latin, it's just a ancient language that broke into 5 different ones, Portuguese, Spanish,French,Italian,and Romanian.
