On a fresh install, it will download some things and set up other things. Just be patient and let it go. Also, when you first start up, you need to run off of vga. It's the default. So, run off of vga to get to the setup wizard, then you can switch to DVI or whatever inside.

the dvd installed by itself. this is the first start up on a fresh install. this is also vga, the pc doesn't have dvi

How long did you let this run? The chirping is a good sign. It should chirp once in a downward series of beeps, then an upwards series. If you hear both sets of chirps, try letting it sit for a long time
