It's called speeding up the rythym. not going off time. If that was the case then Superstition, Higher Ground, Living For the City, and about 90% of his songs would be "off time because he played drums on ALL of his 70's and 80's stuff.
When in the studio, musicians often use this thing called a metronome, which provides a steady click track to which they can play and not go off time. When playing live, most do not use this, thusly some things are sped up or slowed down.
