I believe it would be referring to as the vocal fry. Personally I hate that term, I refer to it as gruffed vocals but that mostly applies to the same technique when the pitch is much lower than this.

I also intensely dislike 'screaming' being applied to anything which isn't screamo because screamo is crap and therefore I'd rather true metal like this isn't associated with screamo.
