I have seen many tiling contractors actually do like this. Some would use cement paste instead, works fine if done properly. I suppose speed and costs saving are factors here.

I'll bet these people vote. I mean, don't you think, "Water has to go somewhere, so spread adhesive evenly so it won't go behind the tiles. But I don't know what I'm doing, how about I read & learn about it first?"
