See, notice how Dukie, Randy, and Michael were all probably smarter, and had a better work ethic than Namond. But because they all came from fucked up homes, and Namond came from a home where he at least could always eat and had two parents who weren't drug addicts, he was on the road to succeed.

Ironic too since he had that home because of his dad in the drug game.

Just shows people in the hood, in the drug game could really be something legitimate, but they don't get the opportunities.

The street scenes were always the exciting payoffs, where someone would die or get arrested. The police, city hall, school, dock, Baltimore Sun scenes were sort of the narrative lead-up to those scenes, showing how decisions made at each level ultimately punishes worst those who are tyhe most vulnerable (the drug dealers and addicts).
