Captain America, Wolverine, the Punisher and some others start a rebellion...

The war started because of a giant accident equivelant to 9/11 after that the US made a new law where the heroes would sign the law to only use their powers for the US (or something like that) Captain America didn't want to saying it was against the constitution. Iron man joined sides with the government and created a prison/ torture facility to make the ones who wouldn't do so. Spiderman later on in the series revealed he was peter parker and in the end Captain America gave up
