Does he blabber and make noises? My son is almost 21-months and doesn't talk much. He can say mama and dada but rarely. He understands us and will do the things we tell him to do. He can make sounds of certain things. Like if we tell him to say shoe, he says "sss". Sss is also sissy and please. He has a word for thank you that he says often, but no one would know what it meant other than us. @hogetherogue Nathan did make great strides after trying the fish oils so I will not discount them but after about 6 months we stopped using them and he continued to improve. He was in Speech Therapy once a week with Children's and then he also had speech therapy twice a month through the state until age 3 at which time he started in a preschool program that offered speech once a week as well.
