Well in lore the alliance is the more evil of the two factions and as for before cataclysm alliance were the bad guys. And as for NSGYHWN's comment the worgen are worgs when in combat, but outside of combat you can choose weather you want to look worgen or human. Pandaren will never be playable for one simple reason, China.

In China the Panda is a sacred animal, it is not legal to depict it being killed in any form thus making Pandarens a playable race would violate that law and force China to ban the game resulting in millions lost to Blizzard which Blizz will not go for. So just get over the idea and hope for new races that are equally amusing.

Player and NPC races are saved in different formats within the game files.

Goblins and Tuskarr are saved the same way as player races. Theoretically speaking they would have it easy enough to make them playable.
