heres why this happens, this quest can be completed by retrieving the T51-b armor from fort constantine, because the game sees the winterized version the same as the original when you put the winterized T51-b armor in your invintory it thinks you retrieved it, ending the quest

It happened to me too but i was walking next to the river and when i talk to the guy he says 'You stole what was rightfully mine!' anyone know why?
