It is a "paint stirrer"! -Check the Tamiya inc. homepage, you will find it listed under "tools and accesories"....They have a lot of beautiful plastic models and tools there! :-)

It´s a "hard point" a type of engraving tool, you can buy something like it in your local hardware shop / tool shop!

If you just want the sprayed pearly shine buy some colorless pearlescent NAILPOLISH, it way cheaper (but probably a bit embarrasing to buy, so ask your sister or mother to buy it for you).

Those are detailing parts by Kotobukiya, and they're really cheap. You can get a runner of those for about 3 USD

some paints might flake/wrinkle if you spray it direct on the plastic without first priming it.

he spays a surfacer/primer(the white stuff) to act as a base coat so the blue he sprays later on will stick evenly. the powder as calamofacadic said is called pearl powder, to have a matellic looking paint job

he's using a clear coat of blue...i think.If not the white tones down the blue, makes it a shade lighter. and the powder is pearl powder, to give it a sparkly metallic look.
