Figure on the far right is a man crouched over a bench. The second figure just to the left is the welding mask which is being held with one hand. The second hand is holding the welding torch. It's most likely an arc welder due to the flashes and using only one hand. The thing to the left of the mask is the upper portion of the arc welding machine in a cradle on wheels next to the bench or work area. Then of course the pillar. And no there is zero way to get up there. It's a cinematic on autoplay
