I have to disagree with the use of the Tetrarchs as the example of the ruling class commissioning plebeian art. The imperial art of the 4th century is completely different in style. Craftsmanship of the 2nd century is long gone. I think it can be argued that by the 4th century there is something more than the simple distinctions between Plebeian art and the art of the ruling class.
