They don't normally look like that. It looks like someone hooked it with something or stuck something through it to prop it up like that. You can touch the round bubble part but it'll make your skin itch. Just don't touch the tentacles or anything else on the under side or it'll do more than itch.

@masterbister Nothing happens. The way A jellyfish Stings is it has barbs that protrude from it's tentacles (when it eventually does sting) that pump venom into you much like snakes. the 'bulb' as some may call it, is not at all bad to touch. Handlers will always picks them up from that area.

portuguese man o' war is a ship design.
This animal has a name refering to it because it's usually seen floating above watter surface (the baloon part) and barely sinks.
It's stings are very poisonous so it's advisable to avoid touching them on they're tentacles.

for those who want to know how jellyfish mate it is through asexually or sexual reproduction. in the sexual stage the free swimming female releases round gold eggs then the male gives out sperm. The sperm and egg both come from the medusae or bubble like part. the sperm and egg then make a larva with can attach to a rock or other surface then turn in a Polyp that in the asexual stage begins to form buds that become tiny medusae the medusae falls off and the cycle begins again.
