Unlikely. The USA is tied to China and Russia with so much money and debt that it would be a disaster to retaliate against us, militarily, especially for China whose social stability depends on their economy remaining good.

So long as the USA doesn't act directly against the primary interests of Russia or China, they would probably just make vague threats and fight with trade embargos and such. If they did hit Japan it would be worth removing that little evil empire from the map.
