There was a rule in CAL that strafe jumping wasn't allowed. The plant was perfectly legal at the time. So he broke the strafing rule to get to the bomb to win the round. I believe they ended up having to forfeit that round later when it was disputed.

If a bomb has been boost planted and the opposing team is unable to reach it due to a lack of players to reach the bomb, the plant is still legal.
