Yes it is true because my cat was taken from it's mother at four weeks old and then abused in another home so now he always lays on my chest when i'm home and sucks on my neck...trust me it's hard to explain to a teacher where i got hickies from
It's nursing behavior common to kittens. I'm guessing that you haven't had these kittens very long, the fuzzier one is slightly more stressed with the transition to a new home and misses Mom. Kittens usually outgrow this and only revert to it during extreme stress when they are older because it comforts them. I have heard that some cats will do it into adulthood if they are taken away from their mothers too soon, but I don't know if this has been proven.

My kitty used to suck on my ear lobes when we first brought her home.
We got her from the humane society.
And yah.. she still goes for our ears when she's really feeling lovable. hee hee

it has been proven by mio! my 3 year old cat does that today and he was taken 2 weeks too soon.
