Most of the Flaherty "mishaps" were clever sell offs to make the books look balanced. The Ontario PCs wanted to make the cuts to Education look like it was working, which it was and does today. They just knew any unbalanced budget would give fuel to the unions and the PCs wanted to hold on to power as long as possible.
we could do the same thing with oil... charging us to export it? trust me oil cost a lot more than trees
