I read Sanhedrin 57a, doesnt seem to say what you say it does, seems to discuss those issues, but not in the language you use, it just seems a discussion of older laws that need debating. My reading was more that all should be considered guilty and punished for those crimes.

It applies to the withholding of a labourer's wage. One Cuthean from another, or a Cuthean from an Israelite is forbidden, but an Israelite from a Cuthean is permitted.
