If the military is made up of a representative cross section of America, then no, it wouldn't be "composed of The best & the brightest" but contain the same percentage. I would contend a poll would show a higher percentage of "Best and brightest" than a cross section, somewhere below the steep bar of entirety "Composed", your lame vague pejorative measure

@asderathos I'm not going to consult and cite statistics, any more than you'll cite Kerry's IQ to prove that he's a "maroon." The fact is that the volunteer US military, particularly the army and marines, attracts many who have no better options. To a lesser extent, it attracts thrillseekers who are bored with standard civilian life, including some who want to kill legally. In the past, it was an option given to criminals by judges at sentencing; I don't know whether that still occurs.
