As how they ended up in their grandmother's care is unsure, though it appears she raised them so something could have happened with their folks.

Even Harley being alive here contradicts her apparent death in BATMAN BEYOND- RETURN OF THE JOKER, and the Animated Universe is usually pretty GOOD about holding continuity.
