if you want to make it a continuity issue, recall how badly the Sith lightning messed him up in Ep. 3. Sith powers degrade your body, which is why he was trying to find a way to prolong his life. so actually, yes, the 20 years would have degraded his vocal chords badly.

I like the german voices too but I´m always watching star wars in english ´cause it´s a little bit sad that the german voice of vader is always saying "Mein Imperator" but he never sad "Mein Meister" so the conncection between his master (palpatine) and his apprentice (vader) is not clear in this trilogy for the german audience. So I think it was a mistake from the leader of the synchronization.
