Though Oro was noted to have a hard time with just using one-hand, and Akuma, well all it said was that he was just testing him and didn't give other details, but he probably could have beaten him with on hand since he destroyed the island they were on afterwords. Of course we never see if Oro can go smashing mountains either, so we can't say whose stronger.
