Try reading some comics homie...Arkham city and Arkham Asylum are not the same. Hugo Strange has control of Mayor Sharp and has turned 1/4th of Gotham into a prison Escape from NY style. Joker breaks in first now with a terminal disease via Titan virus. Joker and Penguin start a gang war for control

Strange sets batman up knowing his identity. i fet out many details but there is a 5 part comic as a prequel to the game.

Also, Batman Begins features an Arkham Asylum within the shanty town/slum in the middle of the city. Most places you look in game shows GC surrounding you, so perhaps the area around AA was urbanized. After all, it's quite possible Warden Sharp will lose his title to the asylum, from the chronicles in game.

Here's my take on the trailer:

1. Since the first Arkham Asylum suffered from the incident of the first game and was heavily destroyed, the building was relocated to Gotham City.

2. The trailer highly emphasizes the destruction and chaos that the city is in. I don't think this really means anything, it just means that the game is freaking bigger (Arkham CITY) and they're trying to emphasize on that, obviously it's going to be chaotic.

3. Joker is obviously recovering, he's not just old and dying. Plus Harley does still look young. Obviously she's still made out to be very sexually attractive in her character perception here so it's not just rehashing content from Arkham Asylum.

4. Once again I think the destruction-I.E. the destruction shown in the logo-is emphasizing a huge amount of destruction because the game takes place on a larger scale.

The story is that they decided that arkham asylum can't hold the villains. So they open up a large city and build walls around it. He let's all the villains and criminals in the city and says "the city is yours there are no rules but one....don't try to escape". Thus you are batman trying to save catwoman from twoface and soon finding yourself stuck in arkham taking down each villain. Got this from the official magazine.

There is no future timeline, it's just the syrum that has made him look like that. Batman and Harley look exactly the same as they did from Asylum except Harley has a new costume which isn't seen in this trailer and Batman has some new gadgets and toys.

The villains are the ones running the city as well. The main villains in the game probably have their own little sections, similar to how they had their own sections of the asylum in the first game. Arkham City probably runs by a very tight rule of either killing people/torturing/looting, etc and generally doing what the villains want them to do, or the civilians get killed on the spot. Or they're being controlled by something.

I think it's just super simple :

It's based on Joker's twisted view of everything about how he wants the world to see things as he sees them. it also goes hand in hand with how TDK's Joker described the world as being crazy, and him being one of the few sane ones. Gotham City becomes 'Arkham City', where the civilians become the 'patients' and the Joker is the mayor or some political leader who promotes atrocities. That's why he's seen sitting in a nice chair over looking the city.
