Terrorism is intimidation writ large. Riots may be started to have an intimidation effect (such as deterring countries from publishing cartoons about Mohamed, but generally do not have an organized or coherent purpose or direction. Sports fans rarely have a coherent idea of what they want other than destruction and the lack of organization reveals a stark difference with terrorists.

Terrorists want something and intimidate people to get it. Sports rioters are just violent for nothing.

Some questions need to be asked about those metal barricades around the fan zone. Who ever organized this, how these things were put up that day and the challenge this gave police needs to be looked at. The perimter on West Georgia between Homer and Richards Street came down when the game started, alcohol poured in. The rioters were throwing the barricades at police on Homer Street from where I was, looking out from my office.
