Here's my suggestion: Give the land back to the Indians because indigenous people are natural caretakers of the environment; then just plant the eucalyptus trees in countries which are undergoing desertification. The trees will help keep the desert from encroaching on the cities.

I agree with your first suggestion but unfortunately, eucalyptus will not survive in desert areas and is actually to blame in causing desert-like conditions in formerly fertile areas as eucalyptus requires a massive amount of water and cannot retain that water for long. They suck the land dry. Eucalyptus is native to Australia - that's the only place it belongs.
