You forget ,whilst a zat is purely electrical energy, a staff weapon also has kinetic energy, meaning there will be an impact force as well, pushing on the man's body, it can't dissipate that ;)

Zats don't really matter IMHO since they don't use the same concept as in the show. It won't take two shots to kill. But more.
