one more thing Fixer is so you could bring it into the light.
Or you can just dip the developed roll of film, still on developng reel into a distilled water rinse thus eliminating water spots and the need for extra chemicals other than developer, stop bath and fixer.

I can see now where I use to go wrong with water spots ie I needed a wetting agent.

@CatspitProductions Sorry I disagree. Just because the water is distilled, doesn't mean it won't leave water spots.
