Maybe because you didn't use distilled water? Fiji water has elements from the earth that will change the chemical properties of the water, which could have lowered its boiling point. Next time use Distilled water from walmart.

put the bottle in the freezer on its side. if it is still liquid after a hour or so, you are good to go. try different freezers if this does not work.

The Water wasn't could enough if you have perfectly pure water you can get it down to like -42 celsius, the colder it is the faster it will freeze.

yeah, but it's really ahrd to find perfectly pure water, and in shaking the bottle what can also happen is the molecules can line up just by being moved around (even if only a few line up) and will then begin to freeze.
