I think the man seeking help is perfectly calm, how come the WPC tells him to be calm? It is a phenomenon for the HKP to tell people to calm down, probably they are not calm themselves.

In short, the role of the Force is to take charge in any sort of internal security matters, while the Garrison takes charge in the defence of Hong Kong.
