i figured out a way to lose 4 stars in under like 40 seconds but i dont have a camera to show you :/

i can explain. get a fast car. goto the airport. start at the far right end so that your driving towards the place where you can jump onto the dock thing with boxes. now dont get spotted which is kinda easy if your going at a good speed and just dodge most cars. if you can stay away from being seen to where the radar resets then hit the jump. get out the car and instantly you have the acheivment

it's actually fairly easy to escape four star wanted rating, if you have a bit of patience, cheats or no cheats
