They'd only see the potential of such a threat as workable if their target was going to be around to experience the consequences of it being done. The point for them isn't the pain the family would experience, it's the pain of their target. The only historical exception are the families of very powerful men who have committed innumerous crimes. Those who suffered under such men tend to target their families even after such men are dead.
