When putting on Tefillin, one is not supposed to speak or even to make eye contact with another person. I once met a teacher in shul and smiled to him. However, he was in middle of putting on t'fillin and didn't make any expression. It was a lesson. So it is valuable to know how significant eye contact is!
Yes. I taught the 4th & 5th grade for ten years, and when I student sits in his desk and makes continual eye-contact with a teacher (especially with an innocent smile) he is up to no good. Big Red Flag, so beware.
