There should NOT be a sustained "struggle" on the ground. People die very quickly in this position, especially if they have fat in the abdomen which further interferes with breathing.
The police should be charged with negligent homicide or manslaughter. A regular person would be charged similarly. The police have a higher degree of responsibility due to their legal ability to restrict citizens' freedom using arrest, restraint and confinement & the expectation that they will be competently done.
I read the criminal report with some autopsy findings on Mr. Allen Kephart. This is probably a restraint death due to an obese individual being held in the prone position for too long, +/- Taser effects.

There are too many cases of aggressive police activity. Police authorities are too often known to suppress the truth following such incidents (losing evidence, not providing reports, dragging out legal cases etc)
How come these officers have not been suspended pending an inquiry???

We need the names and addresses of the murderers of Mr. Kephart. Placing the names and addresses of violent murdering gangmembers behind badges on the internet, including theat of the official police liar in this video, might help the people to remind the badged goons of who they work for?
I'm not surprised to hear they altered their story. This dept. created a false and biased report in response to my request for help in investigating a suspicious death. To conduct a proper investigation would have brought their coroner's blunder into question. The more I requested help the more they attempted to intimidate me into shutting up. Wondering if they're corrupt? Do a google search and start counting how many of their own they've had to arrest throughout the past couple of years.
What the annotation in the video fails to note is the PD has changed its story. Originally they reported that the incident happened at the intersection of Daley and Rt 18. They later revised their story. Convenient.
