Nope, the one dressed as an Irish dancer is doing step dance. (My daughter is an Irish Dancer). This appears to be American Clogging which did derive from step dancing but is quite different in a lot of respects.

After moving to NJ, I found a clogging group, only to find that it was a bunch of high school girls using drill team moves with clogging steps. My initial reaction was "this is wrong" until I realized that clogging itself derivived from other forms.
