The reporter had all these papers fluttering in his left hand, then he came at Barney too fast and didn't hesitate in reaching out. He should have stooped down at a respectable distance, turned his open hand palm up and slowly put it forward to assess the dog's reaction. That is how to approach ANY dog unless it's your own. Any dog can lash out, no matter their breed. This is common sense. He assumed he could just reach out and pet Barney in the same familiar way he does his mom's dog. Not.
