Oblivion isn't a "Get to this level to do this" it's more of "Try and beat what we throw at you." I mean if you didn't need skills, weapons, armour, and whatnot you could play the whole game on level 1.

I just train by standart way - e.g: create weak spells - and just cast them all time when I travel or just set still pushed key for casting spells and let game be a few hours - go e.g. watch TV.
