He tried to chip daigo, or catch daigo's move. It was a smart choice, but daigo had a small amount of hp left.... Noda had no way of knowing if it would kill or not, so he took a risk. However, what other option did he have? Back away from ryu and get zoned?

@SiriusPP Both characters are Ratio 2, so Guile and Ryu have slightly more HP than Cammy and King. Other than that....no.
