To be honest, I can't remember the difference in price between 2nd and 3rd class. It was fairly significant, however. 3rd class was easily 1/4 or 1/5 the price of 2nd class, but it's all relative: given the distance covered, 2nd class was still a reasonable price.
In terms of charging your electronics, powerspikes is the primary concern (although that didn't stop many of the passengers). I might trust it for a cheap phone, but not a laptop.
Have a fantastic trip - the Trans Siberian has ended up being a real highlight for us. The top or bottom bunk debate is a tough one, but keep in mind that if you're in the bottom bunk, you're at the mercy of your cabin-mates (if they want to wake up, sit, and/or socialize, your bunk needs to be made available for that). The top bunk, however, allows you to lay down and relax any time you want.

Sorry to reply to late (we were in China where YouTube is banned). To answer your question, all the carriages on that particular train (#10) are like that, but it's a very modern train. The higher the train numbers go, the lower the standards and general creature comforts.
