Not to sound unappreciative or anything, but wouldn't it be much easier to just make an image with the actual resolution you're trying to mimic? At least to start with? If you're making a 10x10 portrait, why not make.. well, a 10x10 pixel image and use the pencil tool to draw it? The pencil tool is a lot less awkward than box selecting and filling over and over again! Then just scale it up to whatever size you want, and then you can add the non-pixel touches if you absolutely need to.

For those of you asking and this is for the Mac only. The "clicking sound" is only when you do a tutorial or something like that. Click on System Preferences, click on the Sound, and then click on "Pop." You can only hear it but you can't add it as a "cursor click effect." If you find a way to add it as a cursor click effect please post.
