Yeah, but I think you miss the point,He is trying to convey the heart is too wicked t be trusted.Man is a sinful fallen creature, totally depraved and but for the grace of God totally hopeless as well because no good thing dwells in us apart from God's indwelling Spirit. So without being born-again of the Spirit of God we are dead in our trespasses and sins, spiritually dead with a wicked heart. There are two types of people in the world, children of God and children of disobedience, the devil.
By *choice* the above is correct, man`s choice to be fallen. On the other hand you can NOT say we are all bad EXCEPT for the *spirit of God* within us. You CAN`T have it both ways. Those who choose to be good are, and those whoi choose to not are not because the Spirit of God IS within us ALL!
For this purpose the Son of God was manifested, that he might destroy the works of the devil. Whosoever is born of God doth not commit sin; for his seed remaineth in him: and he cannot sin, because he is born of God. In this the children of God are manifest, and the children of the devil: whosoever doeth not righteousness is not of God, neither he that loveth not his brother
He is speaking of habitual sin, premeditated, day in and day out loving your sin, this is a clear sign of an unregenerate heart, one that aims to please self with no regard for God or His will in one's life.
Whosoever abideth in him sinneth not: whosoever sinneth hath not seen him, neither known him. Little children, let no man deceive you: he that doeth righteousness is righteous, even as he is righteous. He that committeth sin is of the devil; for the devil sinneth from the beginning.

It is a metaphor meaning your spirit is continually speaking to you. The fact that very few can hear it/or ignores it, does not mean it is not there.
