Alot of African-Americans are segregated threw poverty lines. Ghettos, Housing Projects keep African-Americans and the Middle Class White citizens away from each other, because that's how they want it.
He is talking about 40 years ago when the racial segregation was legally accepted and that's why Martin Luther King led that rally in Washington and addressed his famous "I Have a Dream" speech.
