"Standing on the brakes" is a misnomer. Any aircraft that large has hydraulically actuated brakes, so standing on the brake action of the rudder pedals would change nothing. In all likelihood this aircraft...like all modern jet aircraft, has "auto-brakes" and for this purpose he has them set to "MAX". Toe action on the rudder pedals would release the brakes back to him, at which point he releases the brakes so he can back up using his TRs.
@andyskateboarder tac landing is practically a dive into the runway, so that the plane stays at maximum altitude for as long as possible, thereby defending against all manner of surface to air weapons systems. A normal approach is going to be a much longer and shallower descent, just like any civilian flight you might take.
