I live in the Sacramento area. A few months ago I drove past a few shady people standing around a car much like you see on BAIT CAR. First thing I thought was "Oh, I wonder if we have a Bait Car program going on". Then a few days later I was in a Walmart and heard over the speaker something about a customer leaving their driver's door wide open out in the parking lot. Then I REALLY wondered. I wanted to rush out and watch idiots steal a car.
